    Role Purpose
    The Hospital Administrator / Manager ensures the efficient, safe, and uninterrupted functioning of all nonclinical hospital operations. The role provides leadership over facilities management, biomedical
    equipment, maintenance services, and medical supply systems to support high-quality patient care delivery
    in a rural healthcare environment.
    The position serves as the operational bridge between clinical leadership and support services, translating
    institutional strategy into daily operational excellence.
    Impact of the Role
    The Hospital Administrator directly strengthens patient care delivery by ensuring that infrastructure,
    equipment, and supply systems operate reliably and efficiently. In a rural health setting like Kigutu, this
    role is critical to sustaining safe, continuous, and quality healthcare services.
    Core Accountability Areas
  1. Facilities & Maintenance Oversight
  • Lead all day-to-day maintenance activities.
  • Ensure preventive maintenance scheduling and compliance.
  • Guarantee continuous availability of utilities (water, power, waste systems).
  • Supervise maintenance and technical staff.
  • Maintain infrastructure safety and regulatory compliance.
  1. Biomedical Equipment Management
  • Provide administrative oversight of biomedical equipment management to ensure that systems for
    inventory, maintenance, calibration, and repair are functioning effectively.
  • Work in coordination with the Biomedical Supervisor to ensure the availability and functionality
    of critical clinical equipment.
  • Monitor reports on equipment status, downtime, and maintenance activities, and ensure timely
    resolution of issues affecting clinical services.
  • Support planning and budgeting for equipment procurement, replacement, and upgrades in
    alignment with hospital needs and strategic priorities.
  • Ensure that biomedical equipment management processes comply with hospital policies, safety
    standards, and regulatory requirements.
  • Facilitate coordination between clinical departments, procurement, and the biomedical unit to
    ensure efficient equipment utilization and maintenance.
  1. Medical Supplies & Operational Readiness
  • Ensure adequate availability of essential medical supplies and consumables.
  • Prevent stock-outs through effective coordination with procurement and stores.
  • Monitor storage standards and inventory controls.
  • Conduct periodic stock audits.
  1. Budget & Resource Management
  • Prepare and manage operational budgets (maintenance, equipment, and infrastructure).
  • Monitor expenditures and ensure cost-efficiency.
  • Support capital planning initiatives.
  1. Compliance, Risk & Quality Assurance
  • Ensure compliance with Ministry of Health standards and organizational policies.
  • Maintain readiness for audits and inspections.
  • Support infection prevention infrastructure and safety systems.
  • in coordination with the Security Manager, ensures the prevention of security risks.
  1. Team Leadership & Coordination
  • Supervise maintenance and technical staff performance.
  • Strengthen operational SOPs and workflow systems.
  • Participate in hospital leadership meetings.
  • Facilitate coordination between clinical and operations departments.
  1. Qualifications and Requirements
    7.1. Education
  • Master’s or Bachelor’s degree in Hospital Administration, Health Management, Public
    Health, Business Administration, Engineering, or a related field.
  • Additional training in health systems management, hospital operations, or healthcare
    administration is an asset.
    7.2. Professional Experience
  • Minimum of 3–5 years of progressive experience in hospital operations, healthcare
    administration, or facility management.
  • Proven experience managing hospital support services, infrastructure, and operational
    systems.
  • Experience working in resource-limited or rural healthcare environments is highly desirable.
  • Experience supervising technical, maintenance, or operational teams.
    7.3. Technical Knowledge
  • Strong understanding of hospital operations, infrastructure management, and healthcare
    support services.
  • Familiarity with biomedical equipment management systems and maintenance coordination.
  • Knowledge of healthcare supply chain management and inventory control systems.
  • Experience in budget planning, financial monitoring, and resource management.
  • Understanding of healthcare regulatory compliance, safety standards, and quality assurance
    systems.
    7.4. Skills and Competencies
  • Strong leadership and team management skills.
  • Excellent organizational, planning, and problem-solving abilities.
  • Strong communication and coordination skills with both clinical and non-clinical teams.
  • Ability to analyze operational data and make strategic decisions.
  • High level of integrity, accountability, and professionalism.
    7.5. Language Requirements
  • Fluency in English and French (written and spoken).
  • Knowledge of Kirundi is an advantage.
