The role provides leadership over facilities management, biomedical<br>equipment, maintenance services, and medical supply systems to support high-quality patient care delivery<br>in a rural healthcare environment.<br>The position serves as the operational bridge between clinical leadership and support services, translating<br>institutional strategy into daily operational excellence.<br>Impact of the Role<br>The Hospital Administrator directly strengthens patient care delivery by ensuring that infrastructure,<br>equipment, and supply systems operate reliably and efficiently. In a rural health setting like Kigutu, this<br>role is critical to sustaining safe, continuous, and quality healthcare services.<br>Core Accountability Areas<\/li>\n<\/ul>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Facilities &amp; Maintenance Oversight<\/li>\n<\/ol>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Lead all day-to-day maintenance activities.<\/li>\n\n\n\n<li>Ensure preventive maintenance scheduling and compliance.<\/li>\n\n\n\n<li>Guarantee continuous availability of utilities (water, power, waste systems).<\/li>\n\n\n\n<li>Supervise maintenance and technical staff.<\/li>\n\n\n\n<li>Maintain infrastructure safety and regulatory compliance.<\/li>\n<\/ul>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Biomedical Equipment Management<\/li>\n<\/ol>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Provide administrative oversight of biomedical equipment management to ensure that systems for<br>inventory, maintenance, calibration, and repair are functioning effectively.<\/li>\n\n\n\n<li>Work in coordination with the Biomedical Supervisor to ensure the availability and functionality<br>of critical clinical equipment.<\/li>\n\n\n\n<li>Monitor reports on equipment status, downtime, and maintenance activities, and ensure timely<br>resolution of issues affecting clinical services.<\/li>\n\n\n\n<li>Support planning and budgeting for equipment procurement, replacement, and upgrades in<br>alignment with hospital needs and strategic priorities.<\/li>\n\n\n\n<li>Ensure that biomedical equipment management processes comply with hospital policies, safety<br>standards, and regulatory requirements.<\/li>\n\n\n\n<li>Facilitate coordination between clinical departments, procurement, and the biomedical unit to<br>ensure efficient equipment utilization and maintenance.<\/li>\n<\/ul>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Medical Supplies &amp; Operational Readiness<\/li>\n<\/ol>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Ensure adequate availability of essential medical supplies and consumables.<\/li>\n\n\n\n<li>Prevent stock-outs through effective coordination with procurement and stores.<\/li>\n\n\n\n<li>Monitor storage standards and inventory controls.<\/li>\n\n\n\n<li>Conduct periodic stock audits.<\/li>\n<\/ul>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Budget &amp; Resource Management<\/li>\n<\/ol>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Prepare and manage operational budgets (maintenance, equipment, and infrastructure).<\/li>\n\n\n\n<li>Monitor expenditures and ensure cost-efficiency.<\/li>\n\n\n\n<li>Support capital planning initiatives.<\/li>\n<\/ul>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Compliance, Risk &amp; Quality Assurance<\/li>\n<\/ol>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Ensure compliance with Ministry of Health standards and organizational policies.<\/li>\n\n\n\n<li>Maintain readiness for audits and inspections.<\/li>\n\n\n\n<li>Support infection prevention infrastructure and safety systems.<\/li>\n\n\n\n<li>in coordination with the Security Manager, ensures the prevention of security risks.<\/li>\n<\/ul>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Team Leadership &amp; Coordination<\/li>\n<\/ol>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Supervise maintenance and technical staff performance.<\/li>\n\n\n\n<li>Strengthen operational SOPs and workflow systems.<\/li>\n\n\n\n<li>Participate in hospital leadership meetings.<\/li>\n\n\n\n<li>Facilitate coordination between clinical and operations departments.<\/li>\n<\/ul>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Qualifications and Requirements<br>7.1. Education<\/li>\n<\/ol>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Master\u2019s or Bachelor\u2019s degree in Hospital Administration, Health Management, Public<br>Health, Business Administration, Engineering, or a related field.<\/li>\n\n\n\n<li>Additional training in health systems management, hospital operations, or healthcare<br>administration is an asset.<br>7.2. Professional Experience<\/li>\n\n\n\n<li>Minimum of 3\u20135 years of progressive experience in hospital operations, healthcare<br>administration, or facility management.<\/li>\n\n\n\n<li>Proven experience managing hospital support services, infrastructure, and operational<br>systems.<\/li>\n\n\n\n<li>Experience working in resource-limited or rural healthcare environments is highly desirable.<\/li>\n\n\n\n<li>Experience supervising technical, maintenance, or operational teams.<br>7.3. Technical Knowledge<\/li>\n\n\n\n<li>Strong understanding of hospital operations, infrastructure management, and healthcare<br>support services.<\/li>\n\n\n\n<li>Familiarity with biomedical equipment management systems and maintenance coordination.<\/li>\n\n\n\n<li>Knowledge of healthcare supply chain management and inventory control systems.<\/li>\n\n\n\n<li>Experience in budget planning, financial monitoring, and resource management.<\/li>\n\n\n\n<li>Understanding of healthcare regulatory compliance, safety standards, and quality assurance<br>systems.<br>7.4. Skills and Competencies<\/li>\n\n\n\n<li>Strong leadership and team management skills.<\/li>\n\n\n\n<li>Excellent organizational, planning, and problem-solving abilities.<\/li>\n\n\n\n<li>Strong communication and coordination skills with both clinical and non-clinical teams.<\/li>\n\n\n\n<li>Ability to analyze operational data and make strategic decisions.<\/li>\n\n\n\n<li>High level of integrity, accountability, and professionalism.<br>7.5.
