<li>Accountability: We are accountable to each other, our community, and those we serve.<br>Position Overview<br>The Assistant to the Program Coordinator and Gender-Based Violence (GBV) Officer supports the<br>implementation of activities under the Twiyugurure Program by assisting the Program Coordinator in youth<br>mentoring, community engagement, and gender-based violence prevention initiatives. The position works<br>closely with facilitators, community stakeholders, and local authorities to monitor program activities, support<br>vulnerable households, and promote social cohesion and life skills development among youth.</li>

<li>Key Responsibilities<br>1.1. Program Implementation and Supervision</li>
</ol>



<ul class="wp-block-list">
<li>Support the Program Coordinator in planning, implementing, and monitoring Twiyugurure program<br>activities.</li>



<li>Monitor and supervise Twiyugurure teaching sessions in collaboration with facilitators and the<br>program coordinator.</li>



<li>Ensure the effective delivery of program activities and adherence to program objectives.<br>1.2. Gender-Based Violence Prevention and Response</li>



<li>Collaborate with community stakeholders and local authorities to identify households affected by<br>domestic and gender-based violence.</li>



<li>Propose appropriate interventions and strategies to address gender-based violence within the<br>community.</li>



<li>Organize awareness campaigns and community sensitization activities on the prevention of genderbased violence.</li>



<li>Coordinate activities related to the 16 Days of Activism Against Gender-Based Violence and<br>International Women&rsquo;s Day (March 8).<br>1.3. Training and Capacity Building</li>



<li>Develop and facilitate training modules on gender-based violence for community stakeholders.</li>



<li>Support the implementation of capacity-building initiatives targeting youth and community members.</li>



<li>Strengthen community knowledge and practices related to gender equality and violence prevention.<br>1.4. Psychosocial Support and Community Engagement</li>



<li>Provide support and guidance to households experiencing violence or family conflict.</li>



<li>Report cases requiring psychosocial intervention to the Twiyugurure Program Coordinator for<br>appropriate referral and follow-up.</li>



<li>Promote social cohesion within the community through interactive activities and community-based<br>initiatives.<br>1.5. Youth Mentorship and Development</li>



<li>Mentor program graduates and support them in initiating and managing income-generating activities.</li>



<li>Assist young graduates in strengthening life skills, including:<br>o Menstrual hygiene management<br>o Positive masculinity<br>o Personal hygiene<br>o Prevention of harmful relationships<br>o Prevention of antisocial and deviant behaviors.<br>1.6. Coordination and Collaboration</li>



<li>Facilitate collaboration between the Twiyugurure Program and other Village Health Works programs.</li>



<li>Strengthen relationships between the program and the community.<br>1.7. Reporting and Documentation</li>



<li>Prepare activity reports and submit them within the required timeframes.</li>



<li>Maintain proper documentation of program activities and community interventions.<br>1.8. Other Duties</li>



<li>Perform any other tasks assigned by the Program Coordinator or the Community Engagement<br>Department in line with program objectives.</li>

<li>Qualifications and Experience<br>2.1. Education</li>
</ol>



<ul class="wp-block-list">
<li>A Bachelor’s degree (BAC+3 or BAC+4) in Sociology, Psychology, Social Work, Community<br>Development, or a related social science field.</li>



<li>A secondary school diploma (A2) in a social field such as ECOSO, ENEFA, or equivalent is<br>considered an asset.<br>2.2. Professional Experience</li>



<li>At least three (3) years of professional experience in psychosocial support services or communitybased programs.</li>



<li>Experience in gender-based violence prevention and response programs are highly desirable.</li>



<li>Experience working in hospital or clinical environments is an advantage.</li>



<li>Experience in project implementation and community engagement activities is an asset.<br>2.3. Gender-Sensitive Experience (Key Requirement)</li>



<li>Demonstrated experience working directly with women and girls, particularly in gender-based<br>violence (GBV) prevention and response programs.</li>



<li>Proven ability to create a safe, confidential, and trusting environment for female beneficiaries to<br>share sensitive issues.</li>



<li>Experience facilitating discussions on sensitive topics such as:<br>o Domestic violence<br>o Sexual and reproductive health<br>o Menstrual hygiene management<br>o Harmful relationships<br>2.4. Psychosocial Support &amp; Counseling Skills</li>



<li>Strong experience in providing psychosocial support and basic counseling, especially to female<br>survivors of violence.</li>

<li>Familiarity with referral pathways for GBV survivors (health, legal, and protection services).<br>2.5. Communication &amp; Facilitation Skills with Women and Girls</li>



<li>Excellent interpersonal skills with the ability to engage effectively with women, adolescent girls,<br>and vulnerable groups.</li>



<li>Experience leading women-focused group discussions, awareness sessions, and community<br>dialogues.</li>



<li>Ability to communicate on intimate and sensitive issues with respect, discretion, and cultural<br>awareness.<br>2.6. Community Engagement &amp; Trust Building</li>



<li>Proven ability to build trust with female community members and vulnerable households.</li>



<li>Experience working closely with women’s groups, mothers, and female youth in community<br>settings.</li>

<li>Strong understanding of confidentiality, survivor-centered approaches, and ethical handling of<br>sensitive GBV cases.</li>

<p><strong>Aperçu du poste</strong><br><br>Le/la Community Health Nurse Supervisor (Infirmier(e) superviseur(e) en santé communautaire) rejoindra une équipe multidisciplinaire au sein du Programme de Santé Communautaire Optimisé Basé sur le Modèle CHIC, un projet pilote mis en oeuvre par Village Health Works (VHW) en partenariat avec la Gould Family Foundation (GFF). Le/la Community Health Nurse Supervisor (CHNS) est un poste dédié responsable de la supervision clinique directe, du mentorat et de la formation des 23 agents de santé communautaires opérant dans les collines pilotes de Mushishi, Kirungu et Karirimvya.<br>L’objectif principal de ce poste est d’améliorer les résultats en matière de santé maternelle, néonatale et infantile (SMNI) en veillant à ce que les agents de santé communautaires (ASC) fournissent des soins à domicile de qualité, identifient rapidement les signes de danger et orientent efficacement les patients vers les services appropriés. Le/la candidat(e) passera une part importante de son temps sur le terrain, accompagnant les ASC lors de leurs visites à domicile afin de leur apporter un soutien dans la prise de décisions cliniques et un mentorat pratique. De plus, l’infirmier(ère) en santé communautaire soutiendra les opérations quotidiennes d’E-Heza Data Solutions (outil mHealth), garantissant la qualité des données et le respect des protocoles sanitaires nationaux</p>



<p><strong>Responsabilités<br></strong><br>● Mentorat sur le terrain et supervision de soutien (25 %) : Accompagner les agents de santé communautaires lors des visites à domicile afin de leur fournir un mentorat clinique direct et de soutenir la prestation de soins aux femmes enceintes et aux enfants de moins de cinq ans.<br>● Aide à la décision clinique (10 %) : Fournir un soutien en temps réel à la prise de décision clinique aux agents de santé communautaires sur le terrain, en veillant au respect des protocoles nationaux pour l&rsquo;iCCM, le PCIME et le PCIMA.<br>● Renforcement des capacités (15 %) : Animer des sessions régulières de formation continue pour les ASC et superviser les évaluations périodiques des connaissances et des compétences, en veillant à ce que le programme et les compétences des ASC répondent aux normes de l&rsquo;OMS et du Ministère de la Santé en matière de SMNI dans les contextes à faibles ressources.<br>● Gestion des références (10 %) : Suivre et contrôler la qualité et l’efficacité du système de référence-contre-référence des patients, en assurant un lien efficace entre l’identification communautaire et les soins en établissement qui sont réalisés à la clinique/hôpital VHW ainsi que dans les centres de santé de la zone d&rsquo;action.<br>● Gestion et rapportage des données (10 %) : Surveiller la qualité des données dans l&rsquo;application E-Heza Data Solutions et dans les registres papier.<br>o Élaborer des rapports mensuels de suivi et d&rsquo;évaluation sur les indicateurs clés de performance (KPI), notamment l&rsquo;achèvement des consultations prénatales (ANC4+), les visites postnatales dans les délais requis, les taux d&rsquo;accouchement en établissement de santé, les résultats du dépistage de la malnutrition, les taux d&rsquo;achèvement des références et contre-références, les taux d&rsquo;utilisation de la planification familiale, les résultats du traçage des contacts de la tuberculose, etc.<br>o Gérer la saisie des données dans les bases de données électroniques (Excel, KoboCollect), OpenClinic GA et le logiciel DHIS2, conformément aux exigences de la subvention.</p>



<p>Assurance qualité (10 %) : Veiller à l’application opérationnelle et programmatique du Manuel national des procédures pour la santé communautaire au Burundi et du guide « Dagadaga » destiné aux ASC, et à ce que tous les services cliniques communautaires soient fournis dans le strict respect des directives nationales et des normes cliniques approuvées par l’OMS pour la prestation de services de planification familiale, de soins prénatals, de soins postnatals, de vaccination, de nutrition, de prévention et de contrôle des infections, de lutte contre le VIH/tuberculose, de services de santé mentale, etc., selon les besoins.<br>● Supervision de la chaîne d&rsquo;approvisionnement (10 %) : Coordonner la logistique et la chaîne d&rsquo;approvisionnement des médicaments, des consommables médicaux et des outils de travail utilisés par les agents de santé communautaires afin d&rsquo;éviter toute rupture de stock.<br>● Engagement communautaire (10 %) : Participer à des activités de campagne communautaire (sensibilisation, dépistage et distribution de masse) tout au long de l’année, à des réunions avec les comités de santé communautaire (COSA) et les dirigeants communautaires pour répondre aux besoins de santé, promouvoir la collaboration, renforcer la responsabilité sociale et maintenir un niveau élevé de confiance de la communauté envers l&rsquo;organisation et ses services.</p>



<p><strong>Qualifications et expérience professionnelle</strong></p>



<ul class="wp-block-list">
<li>Diplôme universitaire (Bac+3 ou « Licence ») en soins infirmiers, en sciences de la santé (option sage-femme, techniques paramédicales) ou en santé publique d&rsquo;un établissement d&rsquo;enseignement supérieur accrédité et reconnu par le Ministère de l&rsquo;Éducation au Burundi ou ailleurs.</li>



<li>Minimum de 3 ans d&rsquo;expérience dans la programmation de la santé communautaire, y compris la supervision et la formation des ASC et autres relais communautaires.</li>



<li>Expérience professionnelle avérée en soins infirmiers cliniques, avec une spécialisation en santé maternelle, néonatale et infantile ou en soins de santé primaires (soins aux patients en clinique ou en centre de santé).</li>



<li>Expérience obligatoire en matière de saisie et de gestion de données médicales au sein d&rsquo;une ONG ou d&rsquo;un organisme partenaire du ministère de la Santé.</li>



<li>Connaissance approfondie de la stratégie nationale burundaise de santé communautaire (y compris les protocoles iCCM, PCIME et PCIMA) et des outils standard des ASC (par exemple, le guide « Dagadaga », les outils de rapportage du programme national des ASC, etc.).</li>



<li>Connaissance démontrée des processus de suivi et d&rsquo;évaluation (S&amp;E) et du suivi des indicateurs (démontrée par des tâches ou responsabilités précédemment accomplies et/ou dans le cadre de compétences acquises grâce à un apprentissage de perfectionnement professionnel).<br>Compétences requises</li>



<li>Une solide éthique médicale, un jugement clinique sûr et un engagement envers l&rsquo;équité en santé et la justice sociale.</li>



<li>Apte physiquement et mentalement à travailler dans des environnements ruraux, montagneux et aux ressources limitées.</li>

<li>Compétences numériques et informatiques : maîtriser l&rsquo;utilisation de MS Word, MS Excel, MS PowerPoint, Google Suite, Zoom et l&rsquo;un des dossiers médicaux informatisés tels que SIDA-Info, OpenClinic GA et/ou le logiciel DHIS2.</li>

<li>Connaissances et expériences des méthodes de collecte de données (conception d&rsquo;enquêtes, recensements, etc.) avec des outils de saisie de données électroniques tels que KoboCollect, ODK, REDCap, CommCare, etc., sont des avantages.</li>



<li>Connaissances de base en statistiques et expérience des logiciels d&rsquo;analyse ou de visualisation de données tels qu&rsquo;Excel, Power BI, MySQL, SPSS et Stata sont un atout majeur.</li>



<li>La possession d&rsquo;un permis de conduire moto valide (catégorie A) et une capacité avérée à conduire sur des terrains difficiles constituent un atout majeur. (Une copie de la licence peut être incluse dans le dossier de candidature.)</li>



<li>Maîtrise professionnelle complète (écrite et orale) en Kirundi et Français.</li>

<p><strong>1. Comprehensive Diagnostic Imaging (OPD &amp; IPD) (60%)</strong></p>



<p>● Perform and interpret advanced diagnostic imaging, including ultrasound, X-rays, and any other imaging modalities within your professional competence.<br>● Provide diagnostic services for both outpatient and inpatient populations, ensuring high-quality care for routine cases and critically ill patients.<br>● Ensure that all findings are documented in clear, timely reports to guide immediate clinical decision-making.<br>● Adapt imaging techniques to the specific needs of rural patients, maintaining VHW’s standard of excellence and dignity in every exam.</p>



<p><strong>2. Clinical Consultation &amp; Specialized Support (25%)</strong></p>



<p>• Act as a technical expert to General Practitioners (GPs) and Specialists, assisting them in performing and interpreting complex ultrasound scans.<br>• Provide real-time bedside consultation in the IPD for surgical, maternal, and emergency cases where imaging is critical to the diagnosis.<br>• Lead multidisciplinary case reviews, offering radiological insights to help clinical teams solve difficult diagnostic puzzles.</p>



<p><strong>3. Quality, Safety &amp; Training (15%)</strong></p>



<p>● Ensure all imaging procedures—whether performed by yourself or other staff—adhere to international safety and radiation protection standards.<br>● Provide ongoing mentorship and « on-the-job » training for clinical staff to improve the facility’s overall diagnostic capacity.<br>● Advise on the technical requirements for any new imaging equipment or software being integrated into the Kigutu Hospital.<br>Required Qualifications &amp; Skills</p>



<p><strong>1. Academic &amp; Professional Qualifications</strong></p>



<p>• Doctor of Medicine (MD) or equivalent, with a recognized specialization in Radiology.<br>• Valid license to practice as a Radiologist issued by the Burundi Ministry of Health.<br>• Additional certifications or training in advanced imaging modalities (CT, MRI, Doppler Ultrasound) are highly desirable.</p>



<p><strong>2. Clinical Expertise &amp; Diagnostic Competence</strong></p>



<p>• Demonstrated expertise in performing and interpreting a wide range of diagnostic imaging procedures, including ultrasound, X-ray, CT scan, and MRI.<br>• Strong analytical capacity to accurately interpret imaging results and produce clear, structured, and clinically relevant reports.<br>• Proven ability to correlate radiological findings with clinical data to support precise diagnosis and treatment decisions.<br>• High level of attention to detail and commitment to diagnostic accuracy and patient safety.</p>

Data Collection &amp; Monitoring (30%):</strong><br>• Conduct routine monitoring visits to VHW’s health, education, and community engagement sites to collect accurate data on program activities, outputs, and outcomes.<br>• Assist in the development and testing of data collection tools such as surveys, focus group discussion, and observation checklists.<br>• Ensure timely, accurate, and complete data entry into databases or reporting systems (e.g., KoboToolbox, ODK).</p>



<p><strong>2. Data Analysis &amp; Reporting (20%):</strong></p>



<p>• Assist in data cleaning, analysis, and preparation of summary reports for internal and external stakeholders.<br>• Support the creation of visualizations (e.g., charts, graphs) to present program performance against indicators.<br>• Assist in identifying trends, gaps, and challenges in program implementation based on collected data, and suggest actionable recommendations.</p>



<p><strong>3. Training &amp; Capacity Building (15%):</strong></p>



<p>• Support training of field staff and community members on M&amp;E tools, processes, and data collection methods.<br>• Ensure that all data collection is conducted according to high standards of quality, ensuring accuracy, consistency, and reliability.</p>



<p><strong>4. Documentation &amp; Knowledge Sharing (15%):</strong></p>



<p>• Maintain organized records and filing systems for M&amp;E documents, including raw data, reports, tools, and other program materials.<br>• Contribute to knowledge-sharing initiatives and ensure lessons learned and best practices are documented and disseminated across VHW&rsquo;s teams.</p>



<p><strong>5. Responding to Inquiries and Complaints (10%):</strong></p>



<p>• Handling Calls and Messages: M&amp;E Assistant is responsible for answering incoming calls and responding to messages from beneficiaries, or the general public.<br>• Addressing Queries: Providing clear, accurate, and timely information on services, policies, or any other related queries.<br>• Escalating Issues: When necessary, escalating complex issues or unresolved complaints to senior staff or relevant departments.</p>

Minimum of 1–2 years of relevant experience in monitoring and evaluation, data collection, reporting, or program support, preferably within health, education, humanitarian, or community development projects.<br>3. Proven experience in field data collection, including surveys, interviews, focus group discussions, monitoring visits, and observation checklists.<br>4. Experience in responding professionally to inquiries, complaints, and requests from beneficiaries and community members.<br>5. Ability and willingness to travel regularly to field sites and support monitoring activities in health, education, and community settings.<br>Technical Skills<br>6. Familiarity with digital data collection and reporting platforms such as KoboToolbox, Open Data Kit (ODK), or other similar tools.<br>7. Strong analytical skills with the ability to clean, interpret, analyze, and visualize data through charts, tables, and graphs.<br>8. Good knowledge of Microsoft Office Suite, especially Microsoft Excel, Microsoft Word, and Microsoft PowerPoint.<br>Core Competencies<br>9. <p>The General Practitioner Physician will consult and develop treatment plans for both inpatient and outpatients. In addition to clinical care, the GP is expected to participate in patient safety initiatives, continuous quality improvement processes, and staff training.</p>



<p><strong>Duties and Responsibilities:</strong></p>



<p><strong>1. Clinical Care (60%)</strong><br>• Provide care to patients as part of a multidisciplinary team<br>• Review patients’ medical history, examine patients, and make diagnoses to determine the need for treatment.<br>• Provide an explanation of medical procedures and care plans to patients and their families<br>• Review test results and identify and address any abnormalities<br>• Follow established MOH and or VHW specific protocols and guidelines<br>• Coordinate follow-up visits with patients and monitoring their health condition<br>• Provide on call /night shift coverage as assigned<br>• Complete charting patient care in the electronic medical record in a timely manner</p>



<p><strong>2. Quality of Care and Patient Safety (25%)</strong><br>• Actively participate in the development and implementation of initiatives to improve patient care as a general practitioner.<br>• Assure accurate data input in all patient charts within the electronic medical record<br>• Collaborate with monitoring and evaluation, nutrition, nursing and information technology teams to identify problems and find solutions using best practices<br>• Involves community engagement services (nutrition, CHWs, outreach) to ensure and reinforce our system of continuity of care</p>



<p><strong>3. Professional Development/Education and Training (15%)</strong><br>• Actively participate in teaching in the clinic through the development of lectures, teaching of procedural skills, and teaching at the bedside to improve the knowledge and care of clinical staff<br>• Submit reports detailing monthly, quarterly, and annual activities and achievements.</p>



<p><strong>4. Required Condition</strong></p>



<p><strong>4.1. Education / Qualifications:<br></strong><br>• Diploma of general practitioner recognized by the Government of Burundi<br>• Be of Burundian nationality<br>• 1-3 years’ experience post “stage professional”<br>• Additional training/experience in a specialty area such as Obstetrics, Pediatrics, Neonatal care, Emergency Care, and Surgery are an asset</p>



<p><strong>4.2. <p><strong>Objectif du Poste :</strong></p>



<p>Fournir des soins de santé sûre, efficace et efficiente, en ciblant les causes les plus importantes des maladies courantes, de la morbidité et du taux de mortalité au sein de la population ciblée.</p>



<p><strong>RESPONSABILITÉS SPÉCIFIQUES</strong> :</p>



<p><strong>1. Soins Infirmiers Directs aux Patients – 40%</strong></p>



<p>• Fournir des soins infirmiers essentiels de qualité à tous les patients (consultations externes et hospitalisations).<br>• Participer à toutes les procédures de soins infirmiers au chevet des patients.<br>• S’assurer que les patients reçoivent leur traitement au bon moment, à la bonne dose, par la bonne voie.<br>• Aider les patients à se nourrir, à se laver, surtout les patients alités.<br>• Évaluer l’état des patients à tout moment et prendre des mesures immédiates si nécessaire.<br>• Réaliser certaines tâches cliniques dans les limites de responsabilité ou sous délégation médicale.<br>• Maintenir la propreté de l’environnement sanitaire pour les patients et le personnel.<br>• Superviser la diète des patients.</p>



<p><strong>2. Organisation et Gestion des Services Infirmiers – 25%</strong></p>



<p>• Gérer les salles d’hospitalisation et les services de consultation.<br>• Accueillir les patients, organiser la passation des services.<br>• Superviser et orienter les aides-soignants.<br>• Évaluer l’état des patients lors des tournées et adapter les plans de soins.<br>• Participer à la prise de décision lors des tournées médicales.<br>• Assurer la sécurité des injections et la gestion des déchets biomédicaux.<br>• Assurer la continuité des soins entre les équipes.</p>



<p><strong>3. Administration et Documentation – 25%</strong></p>



<p>• Enregistrer les admissions, sorties, décès, références, et mettre à jour les dossiers des patients.<br>• Préparer les rapports journaliers, hebdomadaires et mensuels selon les directives du superviseur.<br>• Assurer une passation complète entre les équipes : état des patients, commandes spéciales, inventaire du service.<br>• Promouvoir la confidentialité, le consentement éclairé et le respect des normes éthiques.</p>



<p><strong>4. Formation et Encadrement– 10%</strong></p>



<p>• Participer aux activités académiques et scientifiques (tournées médicales, présentations, formations continues).<br>• Encadrer les stagiaires, évaluer les étudiantes en soins infirmiers.<br>• Participer aux réunions du personnel et aux activités sur l’amélioration de la qualité des soins.<br>• Effectuer toute autre tâche assignée par le superviseur en lien avec les soins.</p>

<p>Le/la candidat(e) doit être capable de :</p>



<p>• Effectuer correctement les procédures stériles (triage, stockage, décontamination et élimination des déchets biomédicaux).<br>• Vérifier et administrer les médicaments conformément aux prescriptions, en respectant les doses, la durée et les voies d’administration.<br>• Mettre en place et surveiller les perfusions intraveineuses et les transfusions sanguines, y compris l’étiquetage approprié.<br>• Réaliser des examens de routine et surveiller l’état clinique des patients.<br>• Réagir rapidement et efficacement aux situations d’urgence.<br>• Communiquer clairement avec les patients et leurs familles sur l’évolution de l’état de santé et le plan de prise en charge.<br>• Apporter un soutien psychologique afin de réduire l’anxiété des patients et de leurs proches.<br>• Maintenir une attitude professionnelle positive en toutes circonstances.<br>• Participer activement aux activités de développement professionnel continu.<br>• Assurer une tenue rigoureuse et précise des dossiers médicaux.</p>

<p><strong>5. Expérience Professionnelle</strong></p>



<p>• Minimum de 2 à 5 ans d’expérience en soins infirmiers après l’obtention de la qualification.</p>
