Position Title: Chief Information Officer

Reports To: Director of Hospital & Health center

Location: Kigutu, Burundi

Organization Overview

Village Health Works (VHW) is a joint American-Burundian non-profit and non-governmental organization whose mission is to provide quality, compassionate health care in a dignified environment while treating the root causes of illness, poverty, violence, and neglect in collaboration with those we serve. The organization’s operations are based in Kigutu, Burundi, with support from the headquarter office in New York. With close to 500 full- and part-time employees in Burundi, as well as a small team in the United States.

VHW delivers a wide array of programs in a catchment area of 200,000 people within the provinces of Rumonge and Bururi. VHW’s approach integrates clinical services with education, food security, economic development, environmental protection, music and the arts. Our central program is a clinic that conducts over 50,000 patient consultations and has 4 inpatient wards. VHW is currently constructing the Kigutu Hospital and Women’s Health Pavilion, a 150 bed surgical and teaching hospital. Construction and instillation of equipment is being completed over the second half of 2022 with a projected clinical opening in the first half of 2023.  In preparation for the hospital’s planned opening VHW, is expanding its technical capacity, procuring complex medical equipment and likewise is expanding its ability to install maintain this equipment.

Position Overview

The Chief Information Officer is an increasingly important member of the C-suite in healthcare organizations. It’s an evolving role because of the IT challenges that hospitals and other health systems now face. Instead of merely providing software and computer support, the modern CIO must also provide strategic business leadership and ensure the collection, maintenance, safety, and privacy of patient health records.

Protecting, maintaining, and leveraging this sensitive health information is not only vital to the success of the organization but there are legal privacy concerns as well. Healthcare organizations protect themselves against all manner of risk in hiring effective CIOs.

Specific Responsibilities include:

  • Providing leadership for the IT department
  • Assessing current and future information and technology needs of the organization
  • Communicating strategic recommendations regarding operations, implementation, and security issues to senior leadership
  • Partnering with peers
  • Developing standards and processes for the protection of information systems against cyber attacks
  • Managing day-to-day operations of the IT department
  • Directing financial activities of the IT department, such as the development of the annual IT budget

Technical and legal elements

In addition to providing leadership, healthcare CIOs have complex technical demands to meet. Employing a chief information officer who is well-versed in IT security is critically important due to the omnipresent risks of cyber attacks and breaches of patient data. Additionally, they must be responsible for designing and implementing information systems architecture and more, including:

  • Overseeing software integrations
  • Assessing new technologies and system enhancement
  • Evaluating vendors and negotiating vendor contracts
  • Ensuring that service level agreements are being met
  • Optimizing IT systems
  • Improving information flow
  • Ensure that the organization’s IT systems meet all legal and regulatory requirements, such as those related to securing protected health information as defined by HIPAA.

Skills and qualifications required:

  • At least a bachelor's degree and extensive experience.
  • Excellent analytical and problem-solving skills
  • Superior leadership skills.
  • Relationship building and team development skills.
  • Thorough understanding of data management and administration.
