Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works
closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting

Organizational Context and Scope:
Burundi is regularly affected by a variety of hydro-meteorological hazards, including torrential rains and
hailstorms, triggering frequent floods and landslides, and intense winds. The country is also located on the
Albertine Rift, and has experienced considerable damage during past earthquake events. Large parts of the
country also suffer from slower-onset hazards and environmental degradation processes, including
drought, soil erosion, and a loss of freshwater resources.
To address some of these challenges, IOM is now launching a country wide Disaster Risk Reduction
Programme, focusing on three main objectives:
1. Identification of risks linked with key hazards in the country.
2. Strengthening of Disaster Risk Management (DRM) procedures and coordination mechanisms at all
levels, with a specific focus on provincial and municipal authorities, as well as engagement of communities
at risk.
3. Protection of communities through community-led hazard prevention and mitigation interventions,
including structural and infrastructural strengthening and sustainable ecosystem management and
restoration.
Under the overall supervision of the Chief of Mission in Burundi, the direct supervision of the Programme
Manager (DRR), and in close coordination with the Emergency and Preparedness Coordinator, the selected
candidate will be responsible for the following specific tasks:
FUNCTIONS/RESPONSIBILITIES:
1. Support engineering work by preparing BoQs as needed in the field for any mitigation interventions,
2. Assist the Programme Manager in the preparation of the technical documents for the tendering
procedure including work description, plans, budgets etc.
3. Verify the submissions in the tendering process and assist with ranking the submissions and making
the choice for the tendering.
4. Closely monitor, and coordinate the works of implementing partners and contractors, including
tracking of progress against the approved plan. and conduct quality assurance tests.
5. Prepare reports on the progress including calculating the percentage of completion and submit them
on a weekly basis.
6. Assist the Program Assistants to provide the community or other groups with any technical
information or technical education that needs to be completed.
7. Undertake duty travel related to project implementation activities, as requested.
8. Perform other duties as may be assigned by the Programme Manager.
Education and Experience:
1. High School or Diploma in Civil Engineering from an accredited academic institution with 6 years of
relevant professional experience.
Or
University degree or higher in the field of construction from an accredited academic institution with
four years’ Experience.
2. Have a minimum of 4 years’ experience in the construction field; supervision of contractors works
and mitigation projects.
3. Have a thorough understanding of issues pertaining to Disaster Risk management.
4. Experience in participative approach, community mobilization especially in Risk Management
programs.
5. Experience in working with communities, associations and NGOs.
6. Experience in engaging with relevant governmental and non-governmental institution as well as
previous experience working in an international organization or UN agency.
Languages
• Fluency in French, Kirundi is required.
• Knowledge of English is an added advantage
